I’ve been suspicious about how AIR downloads files. It just seems more
fragile than, for example, running Ant. But what is most surprising from
your results is that it appears that the request never went out. I could
see how AIR might not like certain delays and drops in the response, but
it doesn’t appear that there was a request. If you have time to work with
us on it, we could try making test builds available with more detailed
output and see if we can learn more.
If you just want to get installed, try using Ant. Get the binary from
[1]. Expand it into a folder. From that folder, run:
ant -f installer.xml
