Yeah, with more and more committers first getting the code from GitHub,
maybe this page [1] could us an update.  If you have time, go to the wiki
and create an account there and I’ll give you write access.

Your guess was right: you do have to clone a different, non-GitHub repo
and use your @apache.org account.  GitHub is just a mirror.  Hopefully the
info on [1] is more or less correct.

Also, we expect you to subscribe to the dev@ and commits@ mailing lists
and hopefully users@ and issues@ as well if you haven’t already.
