No issues there I believe. If they not bundled then we’re not distributing them 
so there's no issue. It’s more to do with Adobe policy rather than Apache.

So you can just download the maven binary (or source and compile). Their are 
several options on how to install it.

One option could be that Adobe could give us a license to redistribute those 
bits.

So is Maven. If you look in Flash Builder about window you see the eclipse m2e
