If Tink committed code to an ASF repo, then you and other interested
committers can finish it.

IMO, taking in code requires a certain amount of energy for vetting and
releasing.  ASF repos are not supposed to be a dumping ground.  There
is/was something called Apache Extras.  I personally don't want to get
distracted researching it, but if you and others interested want to look
into it, that may be the right place, or maybe some volunteer simply needs
to set up a space on GitHub for "lost" code.
