One more thought on this. A simpler first cut of DITA output wouldn't need a merge of COMPILE::SWF and COMPILE::JS since the differences are platform-specific API differences and the initial big payoff of doc is documenting just the APIs that cross-compile. Might require hiding some APIs in the COMPILE::SWF, but we need to do that for the ASDoc app itself.
