While adopting PhoenixOutputFormat to a streaming job, I find that the
implementation of {{HadoopOutputFormatBase#close}} is not relevant when there's
no temp file to move. However, subclasses cannot effectively override
implementation because {{CLOSE_MUTEX}} is marked private.
