This is the parent issue to implement the Client changes based on FLIP-6
(https://cwiki.apache.org/confluence/pages/viewpage.action?pageId=65147077)
We should take following points into consideration when refactor Client:
1. the new Client needs to be adjusted for the new RPC abstraction.
2. some request from client, e.g SubmitJob request or ListJob requests , should
be sent to other component instead of JobMaster because new JobMaster is only
responsible for one job.
