We currently have 2 {{Time}} classes in Flink,
{{org.apache.flink.api.common.time.Time}} in flink-core and
{{org.apache.flink.streaming.api.windowing.time.Time}} in flink-streaming-java.
These classes are effectively identical (the one in flink-core is serializable
and has a toString implementation), I suggest to merge them. The streaming Time
class is part of the Streaming API so this would be a breaking change.
