The {{japicmp}} plugin does not work out-of-the-box with java 9 as per
[https://github.com/siom79/japicmp/issues/177.]
It is necessary to modify MAVEN_OPTS which we cannot automatically do as part
of our maven build, hence we should disable the plugin.
