Currently, `RocksDBKeyedBackend.getKeys(stateName, namespace)` is odds. It 
doesn't use the namespace to filter data. And 
`HeapKeyedBackend.getKeys(stateName, namespace)` has done that, I think they 
should be consistent at least.
