I'm not sure if my branch fixes the problem entirely. It just minimizes the problem space and it would take some time to verify if the issues is solved because this error only occurs occasionally. I wouldn't reject the RC because of this. People could just disable the enforcer plugin entirely as a workaroud or rerun the build.

environment for 1.4.x. So it’s either pre-existing issue, or me doing
something wrong.
