In order to make use of additional resources in the passive container mode, we
should make the {{JobMaster}} aware when new slots are registered at the
{{ResourceManager}}. Alternatively, one could proactively assign the slots to a
{{JobMaster}}. The respective {{TaskExecutor}} would then offer these slots to
the {{JobMaster}}.
