{{OperatorSnapshotUtil}} is used for testing savepoint migration. This utility
internally still uses {{SavepointV1Serializer}} and I would assume that it
should use {{SavepointV2Serializer}}. I wonder if that means that some never
cases are actually not covered in the migration tests.
