In order to not affect Flink’s behaviour, we propose to add a feature flag to
turn on/off the declarative resource management. In the beginning this feature
should only affect the {{ExecutionGraphDriver}} used in the
{{StandaloneJobClusterEntrypoint}}. The switch should control which type of
{{ExecutionGraphDriver}} will be instantiated.
The declarative resource management enabled {{ExecutionGraphDriver}} should
become the default once it is fully implemented (see FLINK-10404).
