There are many duplicated codes in current {{ForwardPartitionerTest}},
{{RescalePartitionerTest}}, {{RebalancePartitionerTest}},
{{RebalancePartitionerTest}}, etc.
The {{StreamPartitionerTest}} is defined for abstracting the common codes, this
is the preparation work for the FLINK-10790.
