A more detailed description can be found in FLIP-32.
SqlParserException is used in FlinkPlannerImpl for sql parsing. We will have
another FlinkPlannerImpl in flink-table-planner-blink.
Because {{SqlParserException}} is an API level exception, we should move
{{SqlParserException}} to flink-table-common to avoid copy it in
flink-table-planner-blink.
