Add a stub implementation of the {{SchedulerNG}} interface that can be
configured as a replacement for {{LegacyScheduler}}.
*Acceptance Criteria*
* Stub implementation of {{SchedulerNG}} is added ({{DefaultSchedulerNG}})
* {{DefaultSchedulerNG}} can be enabled via feature toggle in
{{flink-conf.yaml}}
** If the feature toggle is not configured, {{LegacyScheduler}} should be used
a a default.
