Summary: Refactor documentation of CLI option for yarn cluster mode

Currently, when users want to find the resources about Flink on YRAN. Based on
the side navigation menu, they will jump to this page:
[https://ci.apache.org/projects/flink/flink-docs-release-1.8/ops/deployment/yarn_setup.html]
However, the CLI optional is incomplete in this page, it missed some config
option, such as {{-st, -nl, -id}} and so on. The whole optional list for YARN
is in CLI page:
[https://ci.apache.org/projects/flink/flink-docs-stable/ops/cli.html]
IMO, we should at least list all the CLI optional in the yarn setup page.
Because the CLI page is for the common purpose, not for YRAN.
