Summary: Support registering and getting Python UDF in HiveCatalog

Currently Python UDF can be registered via SQL DDL but can not be registered as
catalog function because HiveCatalog is not support Python UDF yet. It is
necessary to support registering and getting Python UDF in HiveCatalog.
