As discussed in FLINK-15318, current performance unit tests in RocksDB state
backend module have been useless as
[https://github.com/apache/flink-benchmarks] take the role to watch performance.
Moreover, due to the unstable CI host environment, those unit tests might also
break the whole CI phase sometimes.
Thus, it's time to drop those performance unit tests.
