Fix For: 1.13.0
For each state, incremental backend can create either incremental or full
snapshot.
States of type PQ or nested tables are always fully snapshotted.
The goal is allow future incremental backend to:
# distinguish between full/inc snapshots on recovery
# read incremental snapshot
This ticket is only about changing the existing classes (providing extension
points).
Optional goal: compatibility between backends.
