Fix For: 1.13.0
ComponentMetricGroups currently return the QueryScopeInfo corresponding to
their component.
Returning a plain QueryScopeInfo will allow us to later refactor this such that
the query scope info is passed to the constructor and stored in the
AbstractMetricGroup.
