Fix For: 1.14.0
Currently we trigger checkpoints for all operator coordinators irrespective if
their corresponding tasks finished or not. This leads e.g. to a precondition in
{{org.apache.flink.runtime.checkpoint.PendingCheckpoint#fulfillFullyFinishedOperatorStates}}
failing
