As discusstion in https://issues.apache.org/jira/browse/FLINK-15470, the config
in YARN magic properties file will effect our yarn config in flink sql/jar job
when we first start on yarn app by "./bin/yarn-session.sh". So we need cover
the config of magic file by user's config.
