The {{JobManagerMetricGroup}} instantiated in the {{JobMaster}}'s constructor
is passed in the Scheduler where it is forwarded to the
{{DefaultExecutionGraphFactory}} where it is never used. I couldn't find any
other code paths where it's actually used in production
