Summary: Add Hive partition when flink has no data to write

When writing data to a specified partition (static partition) of a Hive table
with Flink SQL, the partition should be added just like Hive/Spark regardless
of whether there is data written or not.
we should also ensure that Insert into and insert overwrite semantics.
