While working on FLINK-34672 I noticed that
{{JobMasterServiceLeadershipRunnerTest#testJobMasterServiceLeadershipRunnerCloseWhenElectionServiceGrantLeaderShip}}
is disabled without a reason.
It looks like I disabled it accidentally as part of FLINK-31783.
