Angular framework and NG-ZORRO both have released their stable v18 versions. It
is a good time to bump them to the latest.
Flink web is still at v14, my recommendation would be to create PRs from
v14->v15->v16->v17->v18 separately to minimize the risk of cross version
upgrades.
