Currently, any autoscaling triggered parallelism change is counted as internal
restart. If users setup alerts for internal restart metrics, it will be noisy
when autoscaler triggers parallelism change.
Thus, we want to use internalRescale to record the internal restart triggered
by resource-requirements api.
