In https://issues.apache.org/jira/browse/FLINK-36790 , we enforce
waitCompaction in PaimonWriter to avoid DeletionVectorsMaintainer CME problem,
however, this will lead to a long checkpoint time even if Paimon table don't
enable deletion-vector.
