Avro Format support FastReader ，In Avro 1.12.1
https://issues.apache.org/jira/browse/AVRO-3230, it already changed the default
value to true, so can we support the feature in Flink ?
In our production environment，This quick reading ability can improve 20%
deserialization performance.
