We're recently introduced support for [ORDER
BY|https://github.com/apache/flink/commit/3afaa8cf645e39559b5e01d8ef2ae143846b161a]
in PTFs which aligns very well with FROM_CHANGELOG when ingesting a cdc stream
which has out of order events. We need to add instructions for users on how to
use them together.
