Add missing test coverage for the {{TO_CHANGELOG}} and {{FROM_CHANGELOG}} PTFs:
* Restore tests for upsert, retract+PARTITION BY, upsert+PARTITION BY, and
{{produces_full_deletes=false}} variants of {{{}TO_CHANGELOG{}}}.
* Restore tests for retract+PARTITION BY and upsert+PARTITION BY variants of
{{{}FROM_CHANGELOG{}}}.
* Type-strategy tests for set semantics in
{{ToChangelogOutputTypeStrategyTest}} (both {{produces_full_deletes}} values).
