Thanks Sergey Nuyanzin and David Anderson. I made a patch[1] for fixing the missed License Header issue. During the integration of this backport, if more issues related to rc2 are reported, We(release-2.3 RMs) will address them incrementally and initiate the rc3 build and vote based on JDK 11.
