RecordITCase and KryoSerializerConcurrencyCheckInactiveITCase are flagged by
ITCASE_USE_MINICLUSTER, but neither uses or needs a cluster — they're unit
tests carrying the ITCase suffix (slow randomized test / fresh-JVM fork
isolation), and flink-core can't depend on flink-runtime. Not a real
MiniCluster gap.
