Deferred from FLINK-40028. eslint 8 is end-of-life. Migrate the web-dashboard
to eslint 9
with the flat config format (\{{.eslintrc.js}} -> \{{eslint.config.js}}),
including the
{\{@angular-eslint}} and \{{typescript-eslint}} flat-config chains.
@angular-eslint 21
(already on master after FLINK-40028) supports eslint 9, so no Angular change
is needed.
