Summary: Complete and synchronize the Chinese Elastic Scaling
documentation

The Chinese Elastic Scaling page contains untranslated sections and is missing
some content present in the English version.
English source:
docs/content/docs/deployment/elastic_scaling.md
Chinese target:
docs/content.zh/docs/deployment/elastic_scaling.md
Proposed scope:
* Translate the remaining English content, including the introduction, Adaptive
Scheduler, Externalized Declarative Resource Management, usage and limitations,
and Rescale History.
* Synchronize missing Reactive Mode scaling-interval explanations and relevant
shutdown behavior qualifications with the English page.
* Preserve configuration keys, REST paths and payloads, commands, shortcodes,
and explicit anchors.
* Check terminology, links, and rendered documentation.
This is a documentation-only update limited to this page. No runtime behavior
changes are proposed.
The initial translation was completed under FLINK-23899. This issue tracks
untranslated additions and subsequent drift from the English documentation.
I would like to work on this update. Please let me know if anyone is already
working on the same page.
