The apache/flink-connector-shared-utils repository has no PR template. As part
of FLINK-40749, add .github/PULL_REQUEST_TEMPLATE.md on main with concise
prompts for purpose, affected shared utilities, verification, and impact on
consuming connector repositories, plus the current Flink AI-disclosure section.
The template belongs on the default branch main for GitHub to load it, direct
contributors to the README for the appropriate implementation branch.
