The apache/flink-ci-docker repository has no PR template. As part of
FLINK-40749, add .github/PULL_REQUEST_TEMPLATE.md on main with concise prompts
for purpose, change summary, CI image changes, verification, compatibility, and
documentation. Preserve the README guidance to never reuse image tags.
