The lockfile in flink-python/docs has open Dependabot advisories for pygments,
idna, urllib3, requests and soupsieve. The fixed urllib3, requests and
soupsieve releases need Python 3.10, so they can't be applied while the docs
project still allows Python 3.9.
We should raise requires-python of the docs project to 3.10 and update these
packages. This only affects building the PyFlink docs; PyFlink itself keeps
supporting 3.9.
