The English PyFlink docs are built from a second, unlocked set of the Sphinx
pins in flink-python/pyproject.toml, the Chinese docs from
flink-python/docs/uv.lock. Only the English build fails on warnings, the
Chinese build only runs in the nightly, and the Chinese pages declare the
English pages as canonical.
We should build both languages from the lockfile, with the same Python version
and Sphinx options, build both in PR CI, and give the Chinese pages their own
canonical URL.
