Every GHA test job still downloads maven-wrapper-3.3.4.jar from
repo.maven.apache.org through mvnw. FLINK-40406 put the Maven distribution into
the CI image (46eb63f0bc2), not the wrapper jar. When that download fails, the
job dies before Maven starts. Five jobs since 2026-10-08, on three branches:

Investigate or delete /root/flink/.mvn/wrapper/maven-wrapper.jar to attempt a
clean download.
If you updated your Maven version, you need to update the specified
wrapperSha256Sum property.
Process exited with EXIT CODE: 1.

The example job in FLINK-40406 failed on the same jar before that fix, with
"Could not find or load main class org.apache.maven.wrapper.MavenWrapperMain".
