Both sources hold back until the first (or second) checkpoint and then run
freely.
RateLimiterStrategy.perCheckpoint gates every checkpoint cycle instead, so
recordsPerCheckpoint
has to be sized to keep the runtime bounded. DataGeneratorSource hands out
splits first-come, so
keys derive from the generated value, not the subtask index.
