ManuallyClosedSourceFunction emits nothing and only injects barriers until a
static flag is set. Replace it with an unbounded AbstractTestSource whose
reader returns NOTHING_AVAILABLE until the flag, with an availability future so
it does not busy-poll. Adds the flink-test-utils-connector test dependency to
flink-streaming-java (PR #26843 wrote its own source instead).
