Materialized tables can only be declared and operated through SQL in the SQL
Gateway. {{TableEnvironment}} only offers {{listMaterializedTables()}}, and its
{{executeSql()}} materialized-table DDL writes the catalog without starting a
refresh job. FLIP-616 moves refresh-job execution and control from the SQL
Gateway into an internal executor used by every {{TableEnvironment}}, and adds
a Table API to declare, inspect, alter and operate materialized tables.
