{{TableEnvironment#listMaterializedTables()}} only covers the current catalog
and database, so discovering tables elsewhere requires switching the session's
namespace. Add {{listMaterializedTables(catalogName, databaseName)}} as its
namespace-scoped counterpart.
Proposed Changes
* Add {{{}TableEnvironment#listMaterializedTables(String, String){}}}, sorted
like the no-arg variant
* Delegate to the existing {{CatalogManager#listMaterializedTables(String,
String)}}
