Summary: Add fluent StartMode factories

{{StartMode}} only has {{of(StartModeKind, ...)}} factories taking an
{{{}Interval{}}}, or an {{Instant}} plus a local-time-zone flag, which mirror
the parser rather than a Java caller. Add one factory per {{START_MODE}}
clause, taking {{Duration}} and {{{}Instant{}}}.
Proposed Changes
* Add {{{}fromBeginning(){}}}, {{{}fromNow(){}}}, {{{}fromNow(Duration){}}},
{{{}fromTimestamp(Instant){}}}, {{{}resumeOrFromBeginning(){}}},
{{{}resumeOrFromNow(){}}}, {{resumeOrFromNow(Duration)}} and
{{resumeOrFromTimestamp(Instant)}} to {{StartMode}}
* Reject offsets that are not positive or not a whole number of seconds
* Map {{Instant}} arguments to their UTC date-time, independent of
{{table.local-time-zone}}
* Javadoc each factory with its {{START_MODE}} equivalent
