The root pom declares flink-connector-base without a scope, and so does its
dependencyManagement entry. Only flink-connector-jdbc-core overrides it to
provided. Every dialect module therefore depends on it at compile scope:

The same line appears for cratedb, db2, mysql, oceanbase, postgres, spanner,
sqlserver and trino.
flink-dist bundles flink-connector-base (FLINK-25927), so a connector should
not bring it in itself. Declaring it provided in the root pom drops it from the
dialects' runtime classpath and published POMs. After the change, none of the
modules has an org.apache.flink runtime dependency other than
flink-connector-jdbc-*.
