FLINK-38048 switched japicmp to com.github.siom79.japicmp, but the fast and
java11 profiles still configure io.github.zentol.japicmp. Since then -Dfast
runs the full API comparison:

The java11 profile's jaxb dependencies are attached to the zentol plugin, which
no build uses, so they can go. The siom79 plugin brings jakarta jaxb itself.
JDK 11 build with -Pjava11-target,docs-and-source: japicmp runs in all 10 jar
modules without them
