The web site should contain project guidelines similar to
http://logging.apache.org/guidelines.html,
http://httpd.apache.org/dev/guidelines.html, or
http://uima.apache.org/project-guidelines.html. In Flume's case the page should
include the RTC policy in addition to the other "standard" items.
